Blinds is a 4 channel multiplier - similar to Shades, but the super fast 2164 VCA chips used turn this into a voltage controlled ringmod and attenuverting mixer. You could also use this as two voltage controlled crossfaders at a pinch, mixed by an external mixer like links or shades.
Blinds uses 0603 parts in a fairly dense configuration, so I'd rate it as one of the harder PCB's to put together, you might try this after you've built something like Clouds successfully.
If you're using the SSI2164 instead of V2164 then you'll need to change the values of the following 47pf caps to 100pf: C10, C19, C35, C44
